Indonesia joins Badr pact with Pakistan, Turkey and Qatar

Indonesia has joined a defence-industrial agreement with Pakistan, Turkey and Qatar, seeking technology transfers, joint weapons manufacturing and investment to strengthen its domestic defence industry.

The four countries signed the Badr Memorandum of Understanding (MoU) in Doha on October 21, bringing their defence industries together to promote military production, research and development, technical training and technology sharing. The agreement was announced by Turkey’s Defence Ministry.

Indonesia’s Foreign Ministry said the partnership would help expand the country’s domestic manufacturing capabilities, improve workforce skills and strengthen its position in global defence supply chains.

Foreign Ministry spokesperson Vahd Nabyl A. Mulachela said Jakarta intended to work with countries whose capabilities could support the development of its defence production sector. The agreement also seeks to create investment opportunities through joint manufacturing of military equipment.

The pact brings together countries with different defence-industrial strengths. Turkey has developed capabilities in drones, missiles and other military systems, while Pakistan has an established defence manufacturing sector. Qatar could contribute investment, while Indonesia offers manufacturing capacity and a sizeable domestic market.

However, the agreement does not guarantee technology transfers, investment or specific production contracts. The extent of cooperation will depend on subsequent projects, financing arrangements and the terms governing technology sharing.
